ALGIERS- Minister of Environment and Renewable Energies Fatima Zohra Zerouati affirmed Tuesday, in Algiers, that the taxes on hazardous waste, petroleum products and plastics bags will increase as part of the finance bill 2020.

In a press conference on the sidelines of the celebration of the International Day for the Preservation of the Ozone Layer, Zerouati said that there are several types of taxes related to the environment, including the tax on the destocking of special hazardous industrial waste as well as the tax on petroleum products and plastic bags.

In this respect, the minister cited the tax on plastic bags which will rise to DZD200/kg as part of the finance bill 2020.

Zerouati pointed out that the tax on plastic bags has increased four times since its institution.

The increase in the tax on plastic bags per kilogram remains “insignificant,” considering that the kilogram is equivalent, according to the estimations, to 1,000 plastic bags, she said, adding that the raising of the tax aims to reduce the use of these bags.

Several units specialized in the plastic industry are working “illegally,” she said.

Concerning the tax revenues on plastic bags, Zerouati said that they will be paid in the national environment fund, as well as the local authorities’ funds and the Public Treasury.


In a question on abandoning the use of plastic bags, the minister said that the operation was done progressively.  

Acknowledging “the difficulty” of replacing the small companies specialized in the manufacturing of plastic, created in the 1990s as part of the micro-credit mechanism, she said that the consultations are underway with these companies to manufacture paper bags.  

On this occasion, the minister announced the launch, as from 21 September, coinciding with the World Cleanup Day, of a month of campaign against plastic waste, involving governors, civil society, economic companies and the concerned sector to ensure its success.
